Can you go to Transaction SE16, then on table name put HRP1001 and hit execute.
In the next screen, put in the following parameters.
Otype (Object type): P
PLVAR (Version): 01
SCLAS (Type to related object): E

and execute.
Grab any of the employee number generated, under the column OBJID (Object ID) and go to transaction PA20. On the infotype parameter, put 0001 and locate the org unit.
Re-run the report with the same parameter, and use the organisational unit ID. You should see the org unit along with the employee and the course (E).

If you can see the course in SE16 and not in that report I shared with you, then after running the report, do a SU53. You may not have authority to look at that object type, or person.
