Please refer SAP notes:

1663402 - OpenQty is not cleared in PO even it is copied to
GRPO

Alternative way:

1. Raise GRPO with warhouse FAV02 with qty of 63

2. Raise another GRPO with warehouse THA with qty of 21.

If you do like this, the PO automatically closed.
